Broome County Rapid Response Program
At County request, STOC prepared a formal plan to address
business and site inquiry requests from companies and
individuals both within the Greater Binghamton market as
well as those interested in relocating their business here.
Specifically, STOC:
• Defined a formal process to clarify responsibilities
across economic development
organizations
• Assembled a list of relevant subject areas and prepared
content
• Identified and launched a “Three Deep” roster of area
leaders, to be ready at a
moment’s notice to interface with firms interested in our area.
The list is nearing completion and the team has been
assembled. Broome County has assumed responsibility for
"triggering" inquiries and enlisting team members to address

Southern Tier Angel Fund
STOC has identified the need for and provided the
infrastructure to establish the first Angel Fund dedicated
to the Greater Binghamton area. An organizational meeting
has been held with local interested parties and investors.
More specifically, STOC has:
• Built upon detailed knowledge of local entrepreneurs to
identify target companies
• Assembled a regional team of financial community leaders
to identify potential fund
investment participants
• Integrated “hands on” expertise of regional and national
Angel experts
STOC is currently in the process of identifying a strong,
experienced national Fund leadership who will focus on local
Angel opportunities. While the Fund is not yet structured to
provide funding, this work is underway.

Broome County Incubator
To help foster the development of new businesses in
Greater Binghamton, Broome County has announced that they
will be establishing an Incubator, scheduled to be open in
late 2006 or early 2007. The Incubator will house both low-
and high-tech businesses who show the greatest prospect of
bringing quality jobs to the area.
Broome County is in the process of developing criteria for
Incubator tenancy and has asked STOC to identify and screen
local candidates against these criteria. A public relations
campaign from the County is expected to direct local
interested parties to STOC, and STOC will also contact local
entrepreneurs with whom we are familiar to make them aware
of this exciting opportunity.
Those candidates who meet the
criteria will be forwarded to County officials. The County
will make final determinations regarding those who will be
invited to take space at the Incubator.

Binghamton University Venture Capital Day
Broome County, working in tandem with New Jobs for New
York (www.newjobsforny.com)
and Binghamton University (www.binghamton.edu)
has announced a Venture Capital Day to be held on the
Binghamton University campus in September 25, 2006. Because of its knowledge of
local entrepreneurs and understanding of business funding
sources, STOC has been enlisted by the County to identify
attendees for this exciting event.
The Binghamton University Venture Capital Day will be
targeted at and limited to individuals and businesses who
are interested in Angel and/or Venture Capital funding (it
is not open to the general public). The program will include
a presentation on the Basics of Venture Capital Funding from
the Upstate Venture Association of New York (www.uvany.com)
as well as the opportunity for select individuals/companies
to present to a panel of UVANY experts and receive instant
feedback.
